Motor Vehicle Unit

The Motor Vehicle Import Policy Unit of the Ministry of Industry, Technology, Energy and Commerce plays a very important role in the Government of Jamaica’s thrust to gradually revise, expand and liberalise the importation of motor vehicle by approved dealers, individuals and other entities. The Motor Vehicle Unit implements and monitors the Government's Motor Vehicle Policy in accordance with the national obligation regarding the importation of motorized vehicles.

In terms of motor vehicle policy, the main objective of the Government was to reduce the gap between the demand for and the supply of motor vehicles, thus providing Jamaican consumers with a wider choice of vehicles and at more competitive prices. The Unit also addresses policies made by other Government Ministries, Departments and Agencies that have an impact on this policy, such as the Ministry of Finance and Planning, the Trade Board and the Customs Department.

Operating from the Commerce Division, the Unit embraces its mandate through its role in:

  • Monitoring and reviewing the Motor Vehicle Import Policy with a view to providing guidelines consistent with macro economic policies;
  • Liaising with motor vehicle dealers through the Automobile Dealers Association, Jamaica Used Car Dealers Association, as well as other private and public sector bodies with regard to the review, formulation and modification of policies;
  • Reviewing applications and making recommendations to the Honourable Minister for the certification and re-certification of motor vehicle dealers;
  • Chairing the Special Bus Committee which examines and take decisions on applications from persons and organizations seeking to import buses for use in various endeavours;
  • Investigating, reporting and recommending appropriate action concerning illicit importation of motor vehicles and other violation of the Motor Vehicle Import Policy.

The Director of the Unit is responsible for initiating and developing government policies and programmes in respect of the importation of all vehicles, new and used, as they relate to the motor vehicle policy. The Director also chairs the Bus Committee. The Committee will, where necessary, make recommendations for the importation of vehicles of six seats and over by individuals/dealers.
