Mr. Reginald Budhan is currently the Permanent Secretary in the Ministry of Industry, Investment and Commerce (MIIC). Previously he occupied the position of Senior Director of Policy, Planning and Projects in the former Ministry of Industry, Technology, Energy and Commerce and its predecessor ministries for over twelve (12) years. Mr. Budhan has been employed to the public sector for almost thirty years and worked in other ministries such as the former Ministry of the Public Service and the Ministry of Agriculture.

Mr. Budhan has an EMBA (Double Major in Finance and Marketing); B. Sc. (Agricultural Economics); Diploma (Financial Management and Accounting) and a certificate in A. Sc. (Agricultural Science). He has extensive professional training in: Public Policy; Economic Analysis; Management of Economic Reform; Project Planning; Project Analysis and Project Management.

Mr. Budhan has a passion for education and for the creation of an educated and knowledge-based society. Hence, he has been a member of the External Faculty of the University of Technology for over twenty-five continuous years where he teaches courses in Property Valuation and Construction Management. He has also been a member of the External Faculty of the University of the West Indies for over ten (10) years where he teaches Project Management in the MBA’s and M. Sc. programmes.

He is a catholic and married with three children.

He is a thinker in social re-engineering and uses his spare time developing strategies for the promotion of good values and attitudes and the creation of a civil and law-abiding society.
