Mr. Dwayne Haynes is a senior government technical administrator and advisor. 

He holds a Bachelor of Science in Management Studies and a Master of Science in International Public & Development Management. He currently serves as the Senior Director, MSME Division and previously served in the capacity as Director of Technical Co-ordination & Monitoring in the Executive Office of the Ministry of Industry, Investment & Commerce.  

Prior to this, he served as the Senior Negotiations Officer in the Economic Management Division for the Ministry of Finance & the Public Service where he helped to manage and lead high-level negotiations of government loans, grants, and technical assistance from Jamaica’s various International Development Partners such as the Inter-American Development Bank, World Bank, the respective United Nations agencies, US Agency for International Development, Japan International Cooperation Agency, and United Kingdom’s Foreign, Commonwealth & Development Office. 

He is also a Board Member for the National Compliance Regulatory Authority (NCRA) as well as he serves as the (Global) Alumni Representative for The University of the West Indies.
