Rules of Origin (ROO) are the criteria needed to determine the national source of a product offered by the Commerce Division of the Ministry. The Safeguard Mechanism Certificate is important as the ROO requirements directly informs the source of imports (World Trade Organizations) and the facts of the any duties and restrictions.
The Safeguard Mechanism Certificate allows manufacturers to use extra-regional inputs and still have their products qualify for duty-free access under CARICOM.
Here’s how to request for granting the Safeguard Mechanism Certificate to Manufacturers:
· Complete: Safeguard Application Form
· Complete Letter, with description of item(s), requesting Suspension.
· Send the completed application to commerce@miic.gov.jm
