Access To Manufacturing Status Fiscal Incentives Under the Productive Inputs Relief (PIR)

The Industry Division of the Ministry of Industry, Investment and Commerce (MIIC) administers Productive Input Relief (PIR), a fiscal incentive designed to boost business competitiveness across Jamaica’s economy.

Through PIR, approved companies engaged in manufacturing, agriculture, tourism, healthcare, and the creative industries can access duty concessions and other relief on essential inputs used in their operations.

Benefits of PIR

Companies granted Manufacturing Status under PIR enjoy:

·      Duty-free importation of approved inputs

·      50% reduction in Customs Administrative Fees (CAF)

·      General Consumption Tax (GCT) deferral on imports (granted by the Tax Administration Jamaica)

·      Access to complementary fiscal incentives, including the Employment Tax Credit and revised Capital Allowance and Loss Carry Forward Schemes

Eligible Inputs

The PIR facility covers five (5) categories of items critical to business operations:

1.     Raw Materials

2.     Intermediate Goods

3.     Consumables

4.     Packaging Items

5.     Equipment, Machinery & Spare Parts (used in production, quality assurance, and testing)

Application Process

1.     Submit completed application form with supporting documents (e.g., Certificate of Incorporation, TCC, production process flow chart) to MIIC’s Industry Division.

2.     Undergo joint MIIC and Jamaica Customs Agency (JCA) assessment, including site inspections.

3.     Once approved, the JCA issues a PIR approval letter granting Manufacturing Status.

The designation is valid for up to three (3) years, with renewal recommended at least two months before expiration.

How to Apply

Businesses can apply directly through the Industry Division or conveniently online via the Jamaica Business Gateway (JBG).
