Jamaica Special Economic Zone Authority


The Jamaica Special Economic Zone Authority (JSEZA) is the Agency of the Government of Jamaica responsible for facilitating the development and promotion of investments in Jamaica’s Special Economic Zones (SEZs) regime. The JSEZA was established by way of the promulgation of the Special Economic Zones Act, 2016. The goals of the Authority are to:

    • Regulate and supervise SEZs through the administration, issuance of guidelines and directions to developers, occupants and zone users per the SEZ Act;
    • Provide a policy direction for the development and contribution towards the sustainability of Jamaica’s economy through the administration of SEZs; 
    • Attract new and diverse investments in SEZs; and
    • Establish efficient investor and business facilitation one-stop service to provide an efficient and effective business environment.

The operations of JSEZA will seek to:

    • Grow the Jamaican economy through investments and job creation;
    • Make Jamaica a major player in the global logistics chain;
    • Take a collaborative approach to development through partnerships with the Government, international organizations and the private sector;
    • Ensure the protection of the environment;
    • Enable persons operating in the Zones to compete effectively; and
    • Promote research and development in the fields of Zone activities.

The JSEZA is also charged to implement Jamaica’s Logistic Hub Initiative which is driven by seven (7) strategic enablers to ensure a multi-stakeholder approach. The 7 enablers are:

    • Improving institutional effectiveness;
    • Ensuring supportive policies, legislative & regulatory frameworks;
    • Enhancing workforce capacity;
    • Developing efficient & productive infrastructure;
    • Providing efficient transport logistics systems;
    • Facilitating sustainable financing; and
    • Promoting the logistics hub initiative
