Dahlia Dwyer Hodelin is a business development strategist with over a decade of experience in advancing enterprise growth, industry engagement, and national development. Her cross-sector career spans banking, tourism, mining, and the micro, small, and medium-sized enterprise (MSME) sector. She currently serves as Principal Director of MSMEs, Industry, Emerging Sector & ISO. 

Mrs. Dwyer Hodelin holds a Master of Business Administration in International Business (Distinction) and is known for integrating policy insight with practical execution. She leverages expertise in financial analysis, project management, and vocational training to strengthen the MSME ecosystem and support sustainable economic growth. 

She has led the design and delivery of targeted training programmes in business case development, branding, pricing strategies, business continuity planning, and cluster development—equipping entrepreneurs and professionals to build competitive enterprises. 

Her portfolio includes public-private partnerships, investment promotion, and stakeholder engagement. Previously, she led strategic marketing and global outreach for a major state-owned enterprise, enhancing brand visibility and investor engagement. Her early work includes spearheading the Tourism Recycling Partnership Initiative and supporting the privatisation of government assets. 

Regionally, she contributed to Grenada’s national Community Tourism Policy and Strategy. Committed to innovation and strategic transformation, she continues to shape enterprise policy and drive inclusive economic development in Jamaica.
