Mr. Dwayne Haynes is a senior government technical administrator and advisor. 

He was appointed Principal Director, Programme Management & Technical Coordination in the Office of the Permanent Secretary in March 2026. 

He previously served as the Senior Director, MSME Division and previously served in the capacity as Director of Technical Co-ordination & Monitoring in the Executive Office of the Ministry of Industry, Investment & Commerce. Prior to this, he served as the Senior Negotiations Officer in the Economic Management Division for the Ministry of Finance & the Public Service where he helped to manage and lead high-level negotiations of government loans, grants, and technical assistance from Jamaica’s various International Development Partners such as the Inter-American Development Bank, World Bank, the respective United Nations agencies, US Agency for International Development, Japan International Cooperation Agency, and United Kingdom’s Foreign, Commonwealth & Development Office. 

He holds a Bachelor of Science (Hons.) in Management Studies and a Master of Science in International Public & Development Management. He is also a Member/Director of the following Boards: i) the National Compliance Regulatory Authority (NCRA), ii) Jamaica Business Development Corporation (JBDC), and iii) Jamaica Intellectual Property Office (JIPO). He is a Justice of the Peace and also the former (Global) Alumni Representative for The UWI.
