Transformation Was His Mission – CLA Bids Adieu to CEO Lincoln Allen

The Cannabis Licensing Authority (CLA) is advising that its Chief Executive Officer (CEO), Lincoln Allen, will
demit office on February 28, 2021 having served the Authority for three (3) years after assuming the role of CEO
on March 1, 2018.
Under his leadership, the Authority has realized improved organizational efficiencies, increased
stakeholders’confidence and seen the development of several policies, procedures and protocols which have
helped to increase accountability and transparency to support the organization’s thrust towards achieving ISO
9001:2015 certification. These, among other achievements, have placed the organization on a path to realizing
one of its ambitions to become a model agency, and eventually, a leader in the global medicinal cannabis space.
In response to the urgent need and passion being espoused for the inclusion of more small or subsistence farmers
into the legal medicinal cannabis industry, Allen conceptualised the well anticipated Cultivators’ (transitional)
Special Permit, with a mantra adopted by the Authority – “Transition is the Mission”. Drafting instructions for
the promulgation of regulations for this Special Permit are currently being prepared for the administration of the
Permit during the upcoming financial year.
The CLA thanks Mr. Allen for his service to the Authority and wishes him all the best in his future endeavours.
